Abstract: To implement the total water resources use control index of Three Red Lines of the most stringent water resources management of Kunming City, we decomposed the control indexes of annual water use on the basis of the total control index assigned by the provincial government for the administrative regions under Kunming City in 2015, 2020 and 2030. The decomposition uses the status planning method and accords to the actual water use amount in various industries of Kunming City at level year of 2010, also refers the data in the recent 5 year's Statistics Yearbook and the related planning results of water for domestic, production and ecology use. The decomposition results lay a solid foundation for the implementation of the most stringent water resources management in the administrative regions under Kunming City.
