水生态综合治理PPP项目社会资本选择研究——以周口市为例

    Selection of social capital for PPP project of water ecology comprehensive management in Zhoukou City

    • 摘要: 政府与社会资本合作(PPP)项目既能促进公私双方资本合作,又能合理分担风险,因此在城市基础设施建设中备受青睐。在PPP项目实施过程中,有效选择合理的社会资本方能够大大提高项目的运作效率,节约成本,缩短施工周期。河南省周口市水生态环境综合治理项目采用PPP模式,根据项目特点构建了以财务实力、技术能力、管理能力、类似经验和声誉为基础的社会资本合作伙伴综合评价指标体系,并利用多层次模糊综合评价法对各社会资本进行了评价。在评价指标权重计算时,引入熵权理论,克服主观赋值存在的弊端,从而为项目前期决策提供依据。

       

      Abstract: As PPP project can promote capital cooperation between public and private sector and share the risk of the two parties, it is highly popular in the construction of urban infrastructure. In the process of PPP project implementation, effective selection of reasonable social capital can greatly improve the operation efficiency, save the cost, and shorten the construction duration. According to the characteristics of water ecology comprehensive management of Zhoukou City of Henan Province, Public-Private-Partnership (PPP) is adopted in project implementation. A comprehensive evaluation index system of social capital partners based on the financial strength, technical ability, management ability, similar experience and reputation is established to evaluate the social capital from different sources by the method of multilevel fuzzy comprehensive evaluation. The entropy weight theory is introduced to the calculation of evaluation index weights to overcome the disadvantages of subjective assignment, so as to provide the basis for the pre-project decision-making.
