Abstract: Urbanization is the potential of future economic development of China, of which the rural population citizenship is the core. The population transfer from ecological barrier zone of Three Gorges Reservoir area, approved by the state, is one of the important work of the post planning of Three Gorges Project. Its purpose is to stably and orderly promote rural population transfer by taking urbanization as an important means and combining it with the related policies on the post planning work of the resettlement. The promotion mechanism and restricting factors of the current population transfer are analyzed, several transfer modes relying on urbanization are put forward, the adjustment method of the rights and interests of the transferring population under urbanization is studied and some suggestions are offered.
