Abstract: The comprehensive treatment of small watershed is one of the most important means of soil and water loss control in China. Combining with working practices, we put forward four characteristics of implementation scheme for the comprehensive management of small watersheds，i.e., depth requirements in different phases，task completion quality requirements, requirements for the layout of measures and characteristic industry requirements. At the same time，in the implementation scheme formation process, we should also pay attention to the problems such as the unreasonable site selection，deviation from the management direction, inadequate target-oriented allocation of measures and so on. In view of the features and problem，we put forward several related suggestions for the formation of comprehensive management implementation scheme of small watersheds, i.e., getting ready for the preliminary planning, systematically layout of measures, and attaching importance to its time-validity and ecology.
