Abstract: Through analysis of the present situation of river and lake management in Zhongshan City，Guangdong Province, the preliminary assumptions on the system and mechanism establishment of river and lake management by river-head system of Zhongshan City are put forward. Based on river and lake protection idea by river-head system, we put forward the general thought train, guarantee mechanism and system arrangement, organization set, river-head responsibility, work target and work progress arrangement in river-head system implementation according to the practical conditions and the suggestions on guarantee measures from the aspects of setting up joint conference system, investment system, public participation system and joint law enforcement system etc. to provide reference for river-head system implementation in China and create a new situation in river regulation.
