Abstract: The quality inspection fee of raw materials and construction procedures of water conservancy projects increases with the influence of price factors. The proportion of the quality inspection fee in the current budget estimation can no longer meet the needs of the actual engineering inspection. Based on the investigation data of 7 projects in Zhejiang Province, this paper analyzes the excessive proportion of budget estimations and causes of the actual quality inspection fee, calculates the proportion of the actual quality inspection fee to the base fee. Four suggestions on the reasonable determination of the quality inspection fee in budget estimation are put forward：(1) determining a unified base value quality inspection fee, (2) refining the division of the base value of the quality inspection fee, (3) determining an additional adjustment coefficient of the quality inspection fee, (4) determining floating range of quality inspection fee base value. The result can provide the foundation for the reasonable determination of the quality inspection fee standard.
