Abstract:
In July 2020, continuous heavy rainfall occurred in the Qingjiang River Basin, Hubei Province, which resulted in the Shaziba landslide on left bank of the Qingjiang River in Tunbao Town, Enshi City. The landslide formed a barrier lake, endangering the safety of downstream towns. The Tunbao barrier lake was located in a great descending river channel with the characteristics of high dam but small reservoir. The material of landslide dam was mainly loose overburden and had low erosion resistance. According to the above characteristics, and by analyzing outburst flood inundation risk of the barrier lake, we proposed risk disposal strategy based on the emergency and normal coordinated management theory, the risk disposal strategy for barrier lake mainy based on non engineering measures, and combination of emergency rescue and risk avoidance was proposed, and then a stereo monitoring system for emergency treatment of landslide-dammed lake was constructed. The disposal of Tunbao barrier lake based on coordinated management theory avoided massive unnecessary deployment of rescue personnel and machines, thus reducing the disposal cost significantly. The results show that the coordinated management is scientific and effective in the risk disposal of barrier lakes.
