Abstract: In the process of the Chongqing “20·8” flood prevention, by adhering to the principle of “putting people and their lives in the first place”, Chongqing effectively controlled the rare flood occurred in the Chongqing section of the Yangtze River and Jialing River through scientific, meticulous reservoirs operation and achieved a victory. In this paper, the characteristics of flood disasters as well as the operation process and experience regarding the flood prevention were analyzed and summarized, problems were also probed into. In addition, some countermeasures and suggestions were proposed, such as consolidating urban and rural flood control systems, improving hydrological monitoring and early warning capability, enhancing the cross-regional and cross-basin coordinated cooperation and control, and making overall plans to position the balance point of operation, for the purpose of further improving the efforts of flood prevention.
