2020年长江流域防汛抗洪的启示与科技支撑建议

    Enlightenment of Changjiang River flood in 2020 and suggestions for technology support

    • 摘要: 受气候系统异常的影响, 2020年长江流域汛期降雨过程频繁、强度大、持续时间长,发生区域性大洪水。系统分析了2020年汛期长江流域暴雨洪水特点以及科技支撑在防汛抢险中的作用,甄别了长江防洪体系中蓄滞洪区建设、支流及湖泊防洪能力、防洪非工程措施等方面的薄弱环节及科技支撑需求。在此基础上,以适应长江经济带高质量发展和长江大保护要求为目标,提出了长江防汛抗洪基础研究和技术研发的对策及科技支撑建议,以期为提升长江流域防汛抗洪能力提供路径和导向。

       

      Abstract: Affected by the abnormal climate system, the rainfall process in the flood season of the Yangtze River Basin in 2020 was frequent, strong and persistent, resulting in regional flood. This paper systematically analyzed the rainstorm and flood characteristics in the Yangtze River Basin in the flood season of 2020, and the role of scientific and technological support in flood control and rescue was analyzed. The weak links in the construction of flood storage and detention areas, flood control capacity of tributaries and lakes, non-engineering measures for flood control and the demand for scientific and technological support in the flood control system of the Yangtze River were identified. On this basis, in order to adapt to the high-quality development of the Yangtze River Economic Belt and the requirements of the Yangtze River protection, this paper put forward the countermeasures and suggestions for the basic research and technological development of flood control and flood resistance in the Yangtze River, so as to provide path and guidance for improving the flood control and flood resistance capacity of the Yangtze River Basin.
