长江南京河段新济洲水源地防洪技术方案研究

摘要: 拟建新济洲水源地位于长江下游南京河段新济洲岛上,这里四面临江,属于长江下游河道行洪区。为了确保防洪安全,合理利用洲滩资源,从分段分类控制利用的视角出发,对近期长江下游大洪水成因及新济洲渡洪方案进行了梳理;利用水力学公式,定量计算水源地的调蓄洪能力;利用二维水流模型,定量分析各流量级下水源地的运用对工程段行洪的影响;根据实测水文资料,分析三峡水库蓄水以来防洪情势的变化。基于上述研究结果,并结合长江下游河道治理、堤防加固等情况,综合确定新济洲水源地的防洪标准为20 a一遇,并制定出了防洪技术方案。研究成果可为相关设计单位、建设单位及行政管理部门决策提供参考。Abstract: The planned Xinjizhou water source site is located on Xinjizhou sandbar in the Nanjing section of the lower reaches of Changjiang River.Surrounded by the river,the project site is a flood passage in the lower reaches of the Changjiang River.In order to ensure the safety of flood control and make rational use of beach resources,we comprehensively reviewed the causes of the recent major floods in the lower reaches of the Changjiang River and the flood crossing scheme in Xinjizhou from the perspective of segmented and classified utilization.We used hydraulic formulas to quantify the capacity of floodwater regulation and storage of the water source project,and used a two-dimensional flow model to quantitatively analyze the impact of the use of water sources project on the flood routing of the project section at each flow level,and analyzed the changes of the flood control situation since the impoundment of the Three Gorges Reservoir based on the measured hydrological data.Based on the above research results,we comprehensively determined a flood control standard of 20-years for the Xinjizhou water source site,and formulated a flood control technical scheme considering the situation of river channel management and dam reinforcement in the lower reaches of the Yangtze River.The standards and scheme can provide decision-making reference for relevant design units,construction units and administrative management departments.
