基于Shapley值法的水资源利益补偿实证研究——以南水北调中线水源地丹江口库区为例

    Benefit compensation of water resource transfer and utilization based on Shapley method in Danjiangkou reservoir area:source area of Middle Route of South-to-North Water Transfer Project

    • 摘要: 为缓解水资源利用和收益的不公平性,促进水资源合理配置,推动地区间协调发展,通过建立合作收益贡献度、资源投入度、用水效率、经济发展程度、社会公平正义指标,采用Shapley值法和AHP法,构建了水资源转移利用利益补偿指标体系。选取南水北调中线丹江口核心水源地十堰市和受水区河南省作为水资源转移利用参与主体,进行实证分析。结果表明:资源投入度、合作收益贡献度、经济发展程度成为水资源转移利用利益补偿最主要的影响因素,社会公平因素影响较小;在水源地水资源利益补偿问题上,通常以纵向财政补偿为主,近些年政府间横向补偿力度也有所加大;通过两地收益分配额度和2015年实际横向补偿额度之间的对比,可以看出横向补偿额度在一定程度上体现了对水源区的生态补偿作用,比较符合实际情况。同时,由于利益补偿标准确定具有动态性和复杂性,因此,需要注重经济效益和社会效益的平衡,厘清各主体之间的利益关系,发挥地方和中央两个积极性,从横向和纵向两个层面完善利益补偿机制。

       

      Abstract: In order to alleviate unfairness of water resources utilization and compensation,promote reasonable allocation of water resources and coordinated development between regions,we constructed a benefit compensation model of water resource transfer and utilization by Shapley and AHP methods.The model consisted of indices of cooperation profit contribution,investment of resources,water-use efficiency,economic development degree and social equality and justice. For the Middle Route of South-To-North Water Transfer Project,Shiyan City is the core water source of Danjiangkou reservoir area,and Henan Province is the water demand area.Therefore,they were selected as main participants to analyze benefit compensation in water resource transfer and utilization.The results showed that investment of resources,cooperative benefit contribution and economic development were the most important influencing factors,while social equality and justice had less influence on benefit compensation of water resource transfer and utilization.For water source area,its compensation was mainly sponsored by central government.In recent years,compensation between local governments had also increased.After comparing the income distribution quota and actual compensation quota of the source area and the demand area in 2015,it can be seen that the compensation between local governments could reflect ecological compensation to the water source area,which was more accord with reality.Besides,because of the determination of benefit compensation standard was dynamic and complex,it was necessary to pay attention to the balance of economic and social benefits,clarifying the interest of main participants,playing to the initiative of local governments and the central government,and improving the benefit compensation mechanism from both central-local governments and inter-local government levels.
