智慧水利信息平台设计与实现——以福建省沙县智慧水利信息平台为例

    Design and implementation of smart water conservancy information platform: case of Shaxian County Smart Water Information platform of Fujian Province

    • 摘要: 传统水利行业普遍面临信息共享壁垒高筑、设计规划片面不全、服务沟通不畅等诸多难题。在物联网、大数据、云计算等新技术带来的时代变革以及“智慧城市”建设大背景下,以福建省沙县智慧水利信息平台为例,论述了“智慧水利”的构建思路及实践经验。平台设计开发了水利一张图、水资源管理系统、采砂管理系统、水利工程管理系统及水利视频管理系统等5个子系统,整合了已建成的山洪灾害预警系统及河长制管理系统,建设了配套的水利数据中心,并制定了智慧水利标准。智慧水利信息平台的建设使得沙县水利局信息共享和综合应用水平进一步提高,有效提升了沙县的水利信息化建设水平,为福建省乃至全国县(区)级水利信息化建设树立了标杆。

       

      Abstract: The traditional water conservancy industry generally faces many problems such as high barriers to information sharing,incomplete planning and design,and poor service communication.In the context of the era changes brought about by new technologies such as the Internet of Things,big data,cloud computing,and the construction of “smart cities”,the Shaxian County Smart Water Information Platform was selected as an example to discuss the construction ideas and practical experience of “smart water conservancy”.The platform involved five subsystems,namely water conservancy map,water resource management system,sand mining supervision system,water conservancy project management system and water conservancy video management system.It integrated the completed mountain flood disaster warning system and river-chief management system.A supporting water data center was constructed,and a set of smart water standards was developed.The results showed that construction of the smart water conservancy information platform improved the information sharing and comprehensive application level of Shaxian Water Conservancy Bureau,effectively improved the level of water conservancy informatization construction in Shaxian County,and set a benchmark for county(district)water conservancy information construction in Fujian Province and even the whole country.
