Abstract:
Information sharing is an important basis for international river cooperation among countries. Based on sorting out the general methods of basin management information sharing, the characteristics and problems of international river information sharing were discussed by analyzing the cases such as Rhine River and Danube River. Taking Lancang-Mekong River as an example, in order to establish a information sharing platform for water resources cooperation and break the prisoner's dilemma of international river cooperation, we analyzed the needs of countries along the Lancang-Mekong River, proposed asymmetric water information sharing mechanism, and designed a sharing system integrating portal website, data collection and exchange, communication and sharing. The results showed that coordinating agencies and information sharing mechanism were the basis of international river information sharing, asymmetric water information sharing right was the driving force of information flow, and the internal connection of water information and differences of different countries demand were the key factors affecting the sharing effect. The designed information sharing platform for Lancang-Mekong River water resources cooperation was rich in functions and can provide high-quality water information services. The research results can promote Lancang-Mekong River water resources cooperation and provide reference for other international river information sharing.
