Abstract: Under the background of large flow flood in flood season, the phenomenon of ships retention and backlog is prone to occur between the Three Gorges Dam and Gezhouba Dam, and the demand for emergency dispatch with ship evacuation as the main goal is strong. According to the demand of shipping dispatch between the two dams, on the basis of sorting the general situation of the river section between the two dams and the grading navigation standard, a comprehensive dispatching requirements of Three Gorges Reservoir in flood season with flood control safety as premise, shipping as main dispatching target, and power generation and sediment as consideration were proposed. The utilization way of Three Gorges Reservoir’ capacity considering the Chenglingji flood control compensation dispatching, and the specific dispatching methods under different scenarios were studied. Taking a typical dispatching practice of ship evacuation in early August 2020 as an example, the emergency dispatching process was reviewed and analyzed. The results showed that the implementation of emergency ship evacuation dispatching in flood season can grasp the opportunity flexibly and maximize the comprehensive benefits of the Three Gorges Reservoir under the premise of guaranteeing flood control.
