Abstract: Implementing the Rural Revitalization Strategy and compiling reservoir resettlement plans according to the requirements of the territorial spatial planning system is an inevitable requirement for land acquisition and resettlement of large and medium-sized water conservancy and hydropower projects under the new situation. This paper comprehensively analyzes the characteristics, new situation, new requirements and existing problems of reservoir resettlement in the new development stage. Now the traditional concept of resettlement environmental capacity with single factor of land resources as constraints does not adapt to diversified reservoir resettlement methods. So we consider the establishment of a concept of resettlement capacity as the breakthrough point, we put forward ideas of taking industrial development as an important content of resettlement planning, and integrating resettlement planning into territorial spatial planning system in terms of planning idea, technology path and main work content. In order to meet the requirements of high-quality development in the new era, we puts forward some suggestions on reservoir resettlement planning, hoping to provide reference for resettlement planning and help to realize rural revitalization.
