“碳中和”背景下流域统一电价机制研究

    • 摘要: 中国现行水电电价机制呈现多样化,“一厂一价”现象日益严重。通过梳理水电电价发展历程,找出现行电价机制中被忽视的因素,包括水电外部性、梯级水电站间水力联系等。基于此,提出了“直接成本+正外部成本-负外部成本”的流域统一电价机制。在“碳中和”的背景下,实行流域统一电价有助于提高水资源利用率,促使水电行业融入电力现货市场,并可为全面认识各类发电能源的效益与影响提供依据。

       

      Abstract: The current hydropower electricity price mechanism is diversified in China, which makes the phenomenon of one hydropower plant, one price more serious.Sorting out the development history of hydropower price will help to find out the neglected factors and provide direction for the hydropower industry.It was found that there was an urgent need to bring hydropower externality and hydraulic connection among cascade hydropower stations into the hydropower price mechanism.Therefore, this study proposed a Unified River Basin Electricity Price(URBEP) of Direct Cost+Positive External Cost-Negative External Cost.In the context of carbon neutral, the implementation of URBEP is conducive to improving the utilization of water resources, promoting the integration of the hydropower industry into the power spot market, and providing a basis for a comprehensive understanding on the benefits and impacts of various power generation energy sources.
