Abstract: The paid use and trading of emission rights and the emission permit are important content of ecological civilization system of China.To a certain extent, they have many characteristics such as overlapping management scope, similarity in management requirements and consistency in management objectives.Connection and integration of them will be beneficial to improving the efficiency of environmental management and resource allocation, reducing policy implementation costs and pollutant emissions.According to the requirements of environmental management for fixed pollutant source, based on the connotation and relationship between the two systems, and combined with the institutional characteristics and implementation status of Hubei Province, this paper identifies and analyzes the key and difficult points of convergence and integration around the aspects of management scope, pollutant types, accounting methods, accounting base line, validity period, management procedures, etc.,and puts forward several preliminary proposals, such as establishing a large market for regional emission trading, setting the time limit requirements for pollutant convergence, refining the accounting requirements for emission permits, implementing the "three synchronization" of validity period, and optimizing the emission management procedures.
