大型城市浅水湖泊水环境综合治理——以武汉市东湖为例

    Comprehensive water environment treatment of large shallow urban lake:case of East Lake in Wuhan City

    • 摘要: 武汉东湖是国内水域面积较大的城中湖之一,其水生态环境与长江流域中部湖泊水系生态系统密切相关,对武汉地区环境承载力和城市可持续发展具有重要影响。随着东湖流域内三大产业加速发展和城镇化建设进程的加快,湖泊资源消耗频率与日俱增,湖泊水环境承载能力凸显不足。为提出一套行之有效且易于延续的流域水环境治理“东湖模式”,立足大型城市浅水湖泊的典型特征,针对东湖面临的污水处理厂尾水入湖量大、暴雨期间溢流污染严重、局部湖区底泥污染严重、水生态系统退化严重、综合管理机制不完善等突出问题,遵循“流域统筹、系统治理”的水环境治理思路,以纳污能力限制与水质目标控制为核心目标,提出了流域规划顶层设计、水岸同治的灰绿蓝体系、底泥精准化环保清淤、水生态修复初期生境调控等关键技术措施与体制保障、智慧监管两方面重要管护制度。实施结果表明:东湖整体水质由20世纪末的劣Ⅴ类提升至2019年的Ⅲ~Ⅳ类,湖泊水生植物覆盖率由2010年的极值0.7%提高至2019年的3.3%,东湖水环境治理取得了显著成效。同时,就东湖下一步治理提出了工作重点和方向建议,可为持续推进东湖水环境提升、实现东湖长治久清提供思路。

       

      Abstract: East Lake in Wuhan City is one of the largest urban lakes in China.Its water ecological environment is closely related to the lake ecosystem in the central Changjiang River Basin, and also has a significant impact on the environmental carrying capacity and urban sustainable development of Wuhan City.With the rapid development of three major industries and the acceleration of urbanization process in East Lake basin, the frequency of lake resource consumption is increasing rapidly, and the carrying capacity of lake water environment is becoming increasingly insufficient.This study aims to propose an effective and sustainable "East Lake Pattern" for watershed water environment treatment based on the typical characteristics of large shallow urban lakes.East Lake is faced with outstanding problems as a large amount of tail water from sewage treatment plants entering the lake, serious overflow pollution during rainstorm, sediment pollution in local lake areas, serious degradation of water ecosystem, and incomplete comprehensive management mechanism.Following the water environment treatment concept of "basin coordination and systematic treatment",with the core goal of limitation on pollutant carrying capacity and water quality control, key technical measures have been proposed including top-level design of watershed planning, gray-green-blue system of water and bank co-treatment, precise environmentally friendly sediment desilting, and initial habitat regulation of aquatic ecological restoration.Besides, two important regulation systems of institutional guarantee and intelligent supervision have been formed.Results show that since the official launch of the treatment project of East Lake in 1985,the overall water quality has been improved from worse than Grade V at the end of the 20th century to Grade III~IV in 2019,and the coverage rate of aquatic plants has increased from the extreme value of 0.7% in 2010 to 3.3% in 2019.The water environment treatment of East Lake has achieved significant results, which can provide a reference and guidance for other shallow urban rivers and lakes.Finally, to improve the water environment continuously and realize long-term limpidity of East Lake, the work focus and directions for the following treatment have been proposed.
