Abstract:
In response to the problem of the unreasonable distribution of some relocation points caused by the current flood avoidance and migration plan only considering the optimal time or distance cost, we conducted research based on the basic requirements of the flood avoidance and migration placement plan, namely “safety first, convenience and near distance, combined-function for normal time and emergency, and easy management”.Firstly, the suitability, distribution rationality and capacity of the placement points were analyzed.The suitable placement points were preliminarily screened based on the four factors of time, distance, suitability, and placement capacity.Then the time cost matrix for flood avoidance and migration was established through the route power function, and the optimal allocation scheme for flood avoidance and migration placement points was determined by optimizing the transfer time cost and placement point as a multi-objective function.Finally, a TOPSIS evaluation method was used to compare and analyze the single-objective solution and the multi-objective solution for the allocation of flood avoidance and migration placement points.The results showed that the relative closeness of the multi-objective solution was greater than that of the single-objective solution, and the flood avoidance and migration placement allocation scheme determined based on the multi-objective function was more reasonable.
