Abstract: The traditional informatization indicators in water conservancy development plans usually have problems such as insufficient emphasis, less representativeness and guidance.This paper analyzed the connotation and implementation path of digital transformation of water affairs led by the purpose of digital transformation of water affairs in Shenzhen City.Based on the current situation and insufficiency of Shenzhen′s smart water conservancy, we constructed a smart water conservancy indicator system for the “14th Five-Year Plan” of Shenzhen′s water development, which was composed of 1 first-level indicator, 3 second-level indicators and 8 third-level indicators, from the aspects of software and hardware facilities construction, key capacity building and construction effectiveness.In addition, the business requirements, definitions, computational methods and target values for all indicators were illustrated in detail.The study result indicates that the index system is instructive, representative and quantitatively assessable, and has certain significance for the setting of index system of smart water conservancy in water development planning at all levels and all places.
