变化环境下流域蓄滞洪区布局优化研究

    Study on layout optimization of flood storage and detention areas under changing environment

    • 摘要: 蓄滞洪区是流域防洪体系的重要组成部分,其防洪功能不可替代。随着流域雨情、水情、工情、社情等发生显著变化,蓄滞洪区布局优化的需求愈发凸显,但目前有关系统分析布局优化方法的研究鲜有报道。为此,研究构建了流域超额洪量计算模型,提出了变化环境下流域蓄滞洪区布局优化方法和评价指标体系。以滁河流域为例,定量分析了流域洪水蓄泄演进规律变化情况和超额洪量时空分布特征,开展了滁河流域蓄滞洪区现状布局合理性和布局优化研究。结果表明:滁河流域现状蓄滞洪区布局在遭遇暴雨中心位于上游地区的类似2020年洪水时,难以有效解决晋集—赤镇河段0.77亿m3超额洪量;在研究提出的布局优化方法指导下,通过局部河段河道疏浚、防洪控制水位适当抬高等措施进一步优化了超额洪量时空分布,并从分洪能力、社会经济影响等方面综合比选得到了蓄滞洪区布局优化方案,系统解决了滁河流域超额洪量与蓄洪容积分布极不匹配的矛盾。研究成果可为滁河流域防洪规划修编或防洪治理工程设计提供重要参考,也可为其他流域蓄滞洪区布局优化提供技术参考。

       

      Abstract: Flood storage and detention areas are critical components of the river basin flood control system with indispensable flood control function.In recent years, significant alterations in rainfall patterns, flood conditions, flood control projects, and social conditions have introduced new requirements for flood storage and detention area layout optimization.Therefore, a model for calculating excess flood volume was developed, and the layout optimization method and evaluation index system of flood storage and detention areas under changing environment were proposed.Focusing on the Chuhe River Basin, we quantitatively analyzed the evolution law of flood storage and drainage systems and the spatio-temporal distribution characteristics of excess flood volumes.And then we studied the current layout rationality and layout optimization of flood storage and detention areas in the Chuhe River Basin.The results indicated that the current layout was difficult to effectively manage 77 million cubic meters excess flood volumes from upstream regions between Jinji and Chizhen reach when rainstorm centers were located in the upstream area during the 2020 flood.Under the guidance of the proposed layout optimization method, the temporal and spatial distribution of excess flood volumes was further optimized through interventions such as river dredging and flood control water level adjustment.Ultimately, the layout optimization scheme of flood storage and detention area was selected based on comprehensive comparison from the aspects of flood diversion capacity and social and economic impact, which systematically solved the contradiction between excess flood volumes and available storage capacities in the Chuhe River Basin.The results can provide valuable reference for flood control planning revision or flood control projects design in the Chuhe River basin, and also provide methodological and technical reference for similar researches in other river basins.
