高质量发展下水库工程农村移民飞地抱团安置研究

    Enclave resettlement of rural reservoir resettled households in high-quality development

    • 摘要: 在我国大力推行新型城镇化的背景下,将飞地抱团安置模式融入水库工程农村移民的搬迁安置,是值得深入研究的课题。基于此,提出在二、三产业较为发达的地区采用水库移民飞地抱团安置模式,并以浙江省南岸水库为例开展实证分析。在安置中,水库移民群体与当地政府共同出资,以出让价取得工业用地并建成1 800亩标准工业厂房。按3种测算方式,即线下资源(征地区片价)、线下资源(征地区片价)+线上资源(流转托管价)以及线下资源+线上资源(征地区片价),测算了移民土地资源入股占厂房建设总投资的比例以及厂房出租收入。研究结果表明:①按3种方式测算,移民库区土地资源价值入股分别占飞地购置标准厂房建设总投资的4.28%,6.78%以及19.99%。②飞地购置的标准厂房实现对外出租后,3种方式测算下基准年移民群体人均年租金收入分别可达3 935.46,6 234.20元以及18 380.79元,规划水平年人均年租金收入分别可达4 008.88,6 350.51元以及18 723.70元;基准年人均农业纯收入4 463.78元,规划水平年人均农业纯收入5 909.98元。据此可知,采用第2种和第3种测算方式,基准年至规划水平年期间,移民人均年租金收入高于人均农业纯收入,飞地抱团安置模式对移民群体未来的生产恢复与发展是有促进作用的,能够充分保障搬迁安置后生产收入水平的提高和可持续发展。

       

      Abstract: Under the background of vigorously promoting new urbanization in China, how to integrate the enclave resettlement model into the relocation and resettlement of rural resettlers in reservoir projects is a topic worth of in-depth research. Based on this, we propose to adopt the reservoir resettlement enclave resettlement mode in the areas with more developed secondary and tertiary industriess, and carry out empirical analysis in Nan′an Reservoir in Zhejiang Province. In the resettlement, the reservoir resettlement group and the local government jointly invest to obtain industrial lands at a transfer price and built 1 800 mu of standard factory buildings. According to three calculation methods, namely, resources below the submerging line (land acquisition area price), resources below the submerging line (land acquisition area price) + resources above the line (transfer and custody price), and resources below the line + resources above the line (land acquisition area price), we calculate the proportion of the resettlers′ land resources as equity in the total investment of the workshop construction, as well as the rental and income of the workshops. The results show that: ① According to three methods of calculation, the value of land resources in the reservoir area account for 4.28%, 6.78%, and 19.99% of the total investment of standard factory buildings in the enclave, respectively.② After the standard factories in enclaves are rented, given by the above three methods, the per capita annual rental income of resettlers in a base year can reach 3 935.46 yuan, 6 234.20 yuan and 18 380.79 yuan, and in the planning level up to 4 008.88 yuan, 6 350.51 yuan and 18 723.70 yuan. The per capita net agricultural income in a base year would be 4 463.78 yuan, and in the planning level to 5 909.98 yuan. Based on this, it can be seen that the per capita annual rental income of resettlers is higher than the per capita net agricultural income from the base year to the planning level year by using method 2 and method 3. Enclave resettlement model will greatly promote the future production recovery and development of resettlers, and can fully guarantee the improvement of production income level and sustainable development after resettlement, so as to foster sustainable development policy making.
