Abstract:
Flood storage and detention areas play an irreplaceable role in flood control, ecological protection, and sustainable development. It is crucial to study the resilience development level for flood control and disaster reduction. In order to scientifically evaluate the resilience development level of flood storage and detention areas, we establish a comprehensive evaluation index system from five aspects: safety, economy, society, ecology, and policy. The AHP fuzzy evaluation method was used to set up an evaluation model for the resilience development level of flood storage and detention areas, and an assessment of the resilience development level of the Dajinfan Flood Storage and Detention Area in Cao′e River Basin in Zhejiang Province was carried out.The results show that the total score of the resilience development level of the flood storage and detention area is 78.21.The high scores of ecological and economic aspects indicate that the area has performed well in environmental protection and economic development. The low scores for safety and policy reflect the need to strengthen the construction in areas such as personnel safety, policy support, immigration protection and compensation, social participation, and feedback. Therefore, it is recommended to strengthen infrastructure construction, improve management efficiency, provide policy support, and promote public participation to comprehensively enhance the resilience development level of the flood storage and detention area.
