Abstract:
In order to solve time-consuming and error prone problems of manual judgment in the administrative approval work of river related construction projects at all levels, by analyzing the core requirements of river related construction project approval, an integrated theoretical model of intelligent approval of water administrative licensing under the framework of digital twin basin was proposed. In this model, a river related construction project management data system and a five-level modeling standard were established to accurately map the proposed project to the digital twin scene in the form of virtual ground objects. Thus a regulatory compliance judgment model driven by domain knowledge was constructed. This model has been applied in the construction of digital twin of Changjiang River, and has been used in the approval of river related construction projects in the Changjiang River Basin. The results show that the intelligent judgement results are consistent with the actual situation, and blind spot problems in the traditional artificial mode can be identified by this model. This method has successfully supported hundreds of project approvals, and can provide theoretical reference and practical examples for similar complex approval works in other fields.
