流域水资源实时调度决策系统平台建设探讨

    Discussion on construction of real-time water resource dispatching decision system platform for river basins

    • 摘要: 针对流域水资源调度多目标间竞争关系随实时变化情景动态变化的特性,为提升水资源调度多目标间的协同性和决策结果的科学性,急需建立流域水资源实时调度决策系统。基于情景-目标交互的流域水资源实时调度决策技术,构建多目标决策函数,结合情景识别与权重自适应分配机制,耦合水量水质数学模型和水资源调度决策模型,构建流域水资源实时调度决策系统平台。该平台主要功能模块包括方案管理、数模调用、情景识别、智能决策、决策评估等,形成了“实时信息输入-水量水质预测预报-情景识别-权重自适应动态分配-智能决策优选”的一体化路径。平台支持实时变化情景下流域水资源调度决策,可实现实时情境下调度目标的动态交互反馈,提升多目标协同性,支持不同流域的灵活拓展,为流域水资源科学调度与管理提供决策参考。

       

      Abstract: To address the dynamic changes in competitive relationships among multiple objectives in real-time watershed water resource scheduling, this study proposes a real-time decision-making system aimed at enhancing the synergy of multi-objective water resource allocation and the scientific rigor of decision-making outcomes. The technical core of this system was the real-time scheduling decision technology for watershed water resources based on scenario-target interaction, constructing a multi-objective decision function, combining scenario recognition and weight adaptive allocation mechanism, coupling water quantity and quality mathematical models with water resources scheduling decision models, and constructing a real-time scheduling decision system platform for watershed water resources. The main functional modules of the platform included scheme management, numerical simulation calling, scenario recognition, intelligent decision-making, decision evaluation, etc. The platform supports real-time decision-making for watershed water resource scheduling under changing scenarios, and provides decision-making references for scientific scheduling and management of watershed water resources.
