长江流域水工程生态流量协调确定与协同调控思考

    Thoughts on coordinated determination and collaborative regulation of ecological flow for water projects in Changjiang River Basin

    • 摘要: 加强水工程生态流量泄放与调度管控,是维护河湖健康生命、促进人与自然和谐共生的关键举措。长江流域水库、水电站等水工程众多,生态流量管理面临目标要求不一致、上下游不协调、敏感期保障不足等挑战。结合长江流域水资源丰沛但时空分布不均、水工程功能多元化等特点,调查了流域内主要水工程生态流量目标的来源与组成、控制断面生态流量满足情况,进而分析了河流生态流量保障中存在的主要问题。针对已有生态流量保障目标的单一工程、尚无生态流量保障目标的单一工程、河流上下游工程等不同类型,研究提出了水工程生态流量协调确定的原则与要求。在此基础上,总结凝练了基于“模拟-分析-优化”的水库多目标协同调度、工程日常运行调度优化、敏感期生态调度试验、取用水刚性管控及泄放设施改造等生态流量协同调控与保障的措施路径。研究成果可为长江大保护战略下的水工程生态流量精细化管理和流域生态保护提供技术支撑,助力生态文明建设战略的落地实施。

       

      Abstract: Strengthening the management of ecological flow release and dispatch from water projects is crucial for maintaining river and lake health and promoting harmonious coexistence between humans and nature. The Changjiang River Basin hosts numerous water projects, such as reservoirs and hydropower stations, where ecological flow management faces challenges including inconsistent target requirements, poor coordination between upstream and downstream reaches, and inadequate ecological flow guarantees during ecologically sensitive periods. Considering the region′s abundant but unevenly distributed water resources and the multi-functional nature of water projects, this study investigates the sources, composition, and satisfaction rate of ecological flow targets at key control sections in the basin. It further identifies major issues in ecological flow assurance. Based on different project types, such as single projects with existing ecological flow targets, those without ecological flow targets, and cascading projects along river reaches, the study proposes principles and requirements for the coordinated determination of ecological flows. Moreover, a systematic approach for collaborative regulation and protection of ecological flows is developed, including multi-objective reservoir operations based on a "simulation-analysis-optimization" framework, optimized daily operational scheduling, ecological dispatch trials during sensitive periods, rigid control of water withdrawal and consumption, and retrofitting of discharge facilities. The results provide technical support for refined ecological flow management of hydraulic projects and basin-wide ecological conservation under the Changjiang River Protection Strategy, thereby contributing to the implementation of the strategy for ecological civilization construction.
