Abstract:
The implementation of the closed fishing season system in the Changjiang River has significant implications for ecological, resource, biological, and economic security, which is an important component of national total security.To achieve the above objectives, the study systematically analyzes the implementation status and existing problems of the fishing ban system from the perspective of collaborative governance.Starting from the systematicity and coordination of institutional design and taking local conditions into account, it explores collaborative optimization of specific measures such as fishing ban periods, no-fishing zones, and fishing ban methods.Moreover, policymakers should weigh all considerations, including the enforcement of the fishing ban, the resettlement of fishermen, the development of aquaculture, the protection of aquatic wildlife, and other related aspects as an integrated system.At the same time, regions need to strengthen information sharing with neighboring areas and work together to promote the effective implementation of the Yangtze River fishing ban through coordinated legislation and law enforcement.
