大型水电工程生态环境技术监督实践与探索

    Practice and exploration of ecological environment technical supervision of large hydropower projects

    • 摘要: 近年来,国家对水电开发生态环境保护提出了更高要求,建立与之相适应的生态环境监督管理体系,对企业自证守法、可持续发展至关重要。环境保护技术监督在电网、火电等领域有较多应用与研究,但在水电行业尤其是大型水电工程环境监督管理方面实际运用与创新方法研究还相对较少。本文系统介绍了大型水电工程生态环境技术监督实践探索和初步成果,深入分析了生态环境技术监督主要任务,提出了创新技术监督管理理念、健全技术监督管理体系、信息化管理技术监督、建立问题闭环管理机制、标准化管理技术监督等管理创新举措。以三峡集团为例,展示了应用这些管理创新举措的实践成效,并基于实践探索提出了做好大型水电工程生态环境技术监督工作的思考与建议。研究成果可为水电开发环境保护过程监管提供有益借鉴。

       

      Abstract: In recent years, the state has put forward higher requirements for ecological environmental protection of hydropower development, and the establishment of ecological environment supervision and management system in line with it is crucial for enterprises to self-certify and abide by the law and sustainable development. Environmental protection technology supervision in the grid, thermal power and other fields have more applications and research, but in the hydropower industry, especially in large hydropower project environmental supervision and management of the actual use and innovative methods of research is still relatively small. This paper systematically introduces the practical exploration and preliminary results of ecological environment technical supervision of large hydropower projects, deeply analyzes the main tasks of ecological environment technical supervision, and puts forward management innovation initiatives such as innovative technical supervision and management concepts, sound technical supervision and management system, informatization management technical supervision, establishment of closed-loop management mechanism of problems, and standardization management technical supervision. Taking China Three Gorges Corporation as an example, it shows the practical effectiveness of applying these management innovations, and based on the practical exploration, it puts forward the thoughts and suggestions for doing a good job of ecological environment technical supervision of large hydropower projects. The research results can provide useful reference for the supervision of environmental protection process of hydropower development.
