跨省流域生态补偿的多元主体参与机制研究——以新安江为例

    Research on the Multi-Stakeholder Participation Mechanism in Trans-Provincial River Basin Eco-Compensation: A Case Study of the Xin'an River

    • 摘要: 在全面梳理国内外跨界流域生态补偿研究现状的基础上,结合实地调查数据,深入探讨了新安江流域生态补偿机制中的多元主体参与问题。研究发现,多元主体的共同参与是实现流域生态补偿目标的关键。政府在宏观指导、资金支持、政策保障和监督管理方面发挥重要作用,通过制定相关法律法规、引导群众参与生态保护、监督惩罚污染行为等方式,推动生态环境保护的全面实施。公众作为主力军,通过积极参与环境保护和监督反馈,形成了良好的生态保护意识和行为习惯。企业作为参与者,通过提高资源利用效率、减少污染排放、促进绿色产业发展、参与生态修复项目,促进了产业转型和绿色发展。科研机构作为技术赋能者,通过技术研发与创新、生态系统价值核算以提供决策依据以及公众教育,有效提升了治理效能;社会组织作为推动者,通过广泛动员社会力量、搭建多方协作平台,为流域治理注入活力与创新;社区作为支撑者,通过发展生态农业、生态旅游等特色产业将生态价值转化为了经济收益。根据以上发现,进一步提出了调动上游公众积极性、引导其参与生态补偿的建议,推动生态补偿机制的市场化运作,加强跨区域合作建立联动机制,加强监管与评估,建立健全利益分享机制,为新安江流域乃至其他区域的生态补偿提供理论支持和实践参考。

       

      Abstract: Based on a comprehensive review of the current research status of ecological compensation in both domestically and internationally, combined with field survey data, this study delves into the issue of multi-stakeholder participation in the ecological compensation mechanism of the Xin'an River Basin. The research reveals that the joint participation of multiple stakeholders is crucial to achieving the goals of ecological compensation in river basins. The government plays a significant role in macro-guidance, financial support, policy guarantees, supervision and management. It promotes the comprehensive implementation of ecological environmental protection by formulating relevant laws and regulations, guiding the public to participate in ecological conservation, and supervising and punishing pollution behaviors. The public, serving as the main force, forms a strong awareness and behavioral habits of ecological protection through active participation in environmental protection, monitoring, and feedback. As participants, enterprises contribute to industrial transformation and green development by improving resource utilization efficiency, reducing pollution emissions, promoting green industries, and participating in ecological restoration projects. Scientific research institutions, as technology enablers, have effectively enhanced governance efficiency through technological research and innovation, ecosystem value accounting to provide decision-making support, and public education. Social organizations, as facilitators, have injected vitality and innovation into watershed governance by extensively mobilizing social forces and building multi-party collaboration platforms. Communities, as supporters, have transformed ecological value into economic benefits by developing characteristic industries such as eco-agriculture and eco-tourism. Based on the above findings, further recommendations are proposed to mobilize the enthusiasm of upstream communities and encourage their participation in ecological compensation, promote the market-oriented operation of ecological compensation mechanisms, strengthen cross-regional cooperation to establish joint mechanisms, enhance supervision and evaluation, and establish a sound benefit-sharing mechanism. These recommendations provide theoretical support and practical references for ecological compensation in the Xin'an River Basin and other regions.
