Abstract: According to the characteristics of construction power demand of Yangfanggou Hydropower Station, we introduce the features of owner program management in hydropower station construction that adopted EPC mode to build the construction power supply system. The owner program management includes management of supervisors, management of program department of EPC, as well as management of coordination of external affairs. The major issues and risks of project construction and management under EPC mode are analyzed, and some constructive management and control measures are put forward, such as emphasizing the approval of design optimization, and considering capacitive reactive power compensation. The experiences can provide reference and discussion for other researchers.
