Abstract:
Aiming at the allocation and regulation of regional water resources under the rigid constraint of water resources, according to the classified demand characteristics at water resources supply side and the water source structure characteristics at supply side, based on the concept of high-quality supply and demand balance of water resources, an optimal allocation and regulation schemes were proposed from both sides of supply and demand. Taking the Beijing-Tianjin-Hebei (Jing-Jin-Ji) region as the research area, regional water supply and demand were analyzed by setting up multiple bidirectional regulation scenarios in different level years. Then the schemes of high-quality supply and demand balance of water resources for sustainable development were formulated, and measures for achieving high-quality balance in the Jing-Jin-Ji region were proposed. The research results show that the imbalance between supply and demand of water resources in Jing-Jin-Ji region is serious under current situation, and the water shortage rate is relatively high. It is suggested to gradually optimize and control the supply and demand of water resources through optimal regulation measures such as strengthening water saving, adjusting industrial structure, increasing the amount of water diversion in the planning level year, so that the water shortage in the Jing-Jin-Ji region can be gradually improved. The large contradictions of supply and demand can gradually be transformed basic balance and even high-quality balance.
