Ecological compensation mechanism and optimization strategy of Shiyang River Basin

As an important ecological environment management system, watershed ecological compensation plays an important role in clarifying the ecological relationship and interest relationship between upstream and downstream in the basin, determining the mode and standard of watershed ecological compensation, and ensuring the implementation of watershed ecological environment protection.Based on an analysis of the necessity of ecological compensation in the Shiyang River Basin and the imperfection of the existing system, this paper proposed a ‘blood making' compensation methods such as policy compensation, industrial compensation and intellectual compensation, as well as the ecological compensation standard accounting method coupling the ecosystem service value method and opportunity cost method to supplement and improve the methods and standards in the Shiyang River Basin.Finally, the optimization strategies of ecological compensation mechanism were proposed to provide theoretical reference and practical direction for the comprehensive implementation of the ecological compensation mechanism for the Shiyang River Basin, such as formulating ecological compensation measures for the Shiyang River Basin, establishing ecological credit files for the basin, setting up the government performance appraisal system related to ecological compensation work, and establishing the people's coordination committee for ecological protection of the basin.
