Study and practice of cooperation path of hydraulic projects construction standards in the Demonstration Area of Green and Integrated Ecological Development of the Yangtze River Delta

Abstract
There are many rivers and lakes in the Demonstration Area of Green and Integrated Ecological Development of the Yangtze River Delta.The construction subject, construction mechanism, functional orientation and construction standards of hydraulic projects are different across the three local administrative regions of Shanghai, Jiangsu and Zhejiang.In order to construct hydraulic projects with high standards, high levels and high quality, based on analyzing the typical types of the existing hydraulic projects, a construction standard system and the differences of standard in the demonstration area, the framework and cooperation path of construction standard system were studied and proposed.The demonstration practice was carried out at the ecological shoreline restoration and function improvement project around the Yuandang Lake.Results showed that:(1) Projects in the demonstration area were the typical hydraulic projects in plain river network area, mainly including sluices, pump stations, water sources projects, rivers, lakes and wetlands.(2) In addition to implementing the national and industrial hydraulic technical standards, various localities issued local standards or guiding documents according to the characteristics of local hydraulic projects, resulting in great differences.(3) The main path and auxiliary cooperation path of hydraulic engineering construction standard were proposed aiming at existing standards in multiple regions, advanced standards in a single region, missing or innovative standards, as well as the framework of hydraulic technical standard system can provide basis and guarantee for hydraulic technical standard coordination and hydraulic project construction in the demonstration area.(4) The integrated implementation standard of transboundary water ecological restoration and function improvement projects formed by the demonstration practice of the Yuandang Lake project reflected the requirements of cross regional coordination and highlights the mechanism advantages of integrated ecological construction in the demonstration area.
