Study on utilization strategy of flood resources in July for cascade reservoirs in lower reaches of Jinsha River

    • Rational utilization of flood resources while ensuring flood control safety is an effective way to improve comprehensive benefits of reservoirs. This paper took the cascade reservoirs in the lower reaches of Jinsha River as the research object.Based on the reservation of flood control capacity for different sub-regions and the typical flood characteristics, we systematically studied how to make full use of the flood resources of cascade reservoirs in July. The operation strategies of dynamic control of operating water level during flood season for cascade reservoirs in the lower reaches of Jinsha River were put forward, in which the water level at the Lianhuatang Station was selected as the main control index, and applying conditions of cascade reservoirs that can be put into flood resources utilization in July were discussed based on the short and medium term hydro-meteorological forecast. Finally, the potential flood control risks were analyzed and the countermeasures were proposed. The results showed that the utilization of flood resources in the form of gradually rising water levels could be implemented when the water level at the Lianhuatang Station was forecasted to be no more than 32.00 m as well as Dongting Lake water system has no rainfall process of medium intensity or above during the first ten days of July.It is recommended that the cascade reservoirs as a whole can be operated with a floating-up capacity of no more than 9 billion m3 above the flood limit water level at the end of July while ensuring flood control safety. The research results can provide strong support for the operation of cascade reservoirs in flood season.
