Practice and exploration of ecological environment technical supervision for large hydropower projects

Abstract
In recent years, China has imposed stricter requirements on ecological and environmental protection in hydropower development. Establishing a matched supervision and management system is critical for enterprises to achieve sustainable development. Although ecological and environmental technical supervision has been widely applied and studied in power grids and thermal power generation, its practical implementation and methodological innovations remain limited in the hydropower industry, particularly for large-scale hydropower projects. This paper presents the practical exploration and preliminary achievements of ecological and environmental technical supervision for large-scale hydropower projects. It analyzes the main tasks of such supervision and proposes five management innovations: innovative supervision concepts, improved supervision systems, information-based technical supervision, a closed-loop problem management mechanism, and standardized supervision procedures. Taking China Three Gorges Corporation as a case study, this paper demonstrates the effectiveness of these innovations and offers insights and recommendations for improving ecological and environmental technical supervision in large-scale hydropower projects. The findings provide a valuable reference for the process supervision of ecological and environmental protection during hydropower development.
